Rotterdam disposes of an incentive fund for international congresses. The incentive fund is meant for initiators of international association congresses. What is more, Rotterdam has a complete incentive package for international congresses:

- Advice & information about the possibilities Rotterdam has to offer as a destination for congresses, meetings and other business events.
- A specialist manual (Dutch only) specifically aimed at the initiators of international congresses and other information material such as the tour manual and congress guide
- A pre-financing fund
- Organisation of site inspections
- Production and (co-) financing of the bid book
- Free promotional material to support the candidacy 
- To be present at the candidacy  to promote the city
- Intermediary for the request of a welcome reception at Rotterdam City Hall
- Intermediary for the request to the Mayor of Rotterdam to be present at the reception
- Promotional material and city ambassadors at the city info stand during the congress
